Victoria serves as the Deputy Director of the International Student Management Office (ISMO), where she works to strengthen U.S. security interests by fostering international defense partnerships. She began her tenure at NDU in 2019 as the Field Studies Program Manager, contributing to the integration of international students into programs that enhance their understanding of American values and institutions.
Before joining NDU, Victoria gained extensive experience in global engagement and capacity-building initiatives, focusing on civil society development. She has also held leadership roles in policy, program management, and adult learning in the private sector. Victoria holds a Bachelor’s degree in Economics and Policy Studies from Rice University, a Master’s degree in Arab Studies from Georgetown University, and is currently an Ed.D. candidate in Higher Education Management at the University of Pennsylvania. She has received a Department of Defense National Security Education Program Boren Fellowship and Department of State Critical Language Scholarship. Her international experience includes studies in Germany, France, Morocco, Egypt, Syria, and Turkey, equipping her with a broad perspective on global affairs.
Through her work at NDU, Victoria contributes to advancing U.S. national security priorities by building enduring relationships with international military and civilian leaders who share a commitment to joint security cooperation.
